塔樂理宣言 The Talloires Declaration

oo1990年開始的「塔樂禮宣言」指出要以永續發展為願景的高等教育機構,需結合政府與民間的力量,由大學領導人發起,動員學校全體人員,自願性的實行環境行動計畫。本校未來的工作除持續做好環境保護與恢復外,更要協助其他學校與社區做好環境保護之發展。

The “Talloires Declaration” since 1990 stresses the collaboration of higher education institutions with government and private sectors for sustainable development. It calls for voluntary implementation of environmental action plans led by university leaders. Our future focus includes ongoing environmental efforts and assisting other schools and communities in environmental conservation.

塔樂禮宣言宣布藉以十大行動計畫作為建立綠色大學、永續校園的實踐方針,分述如下:

The Talloires Declaration declares ten action plans as the practical guidelines for establishing a Green University and sustainable campus, outlined as follows:

(一)增進環境永續發展之覺知(Increase Awareness of Environmentally Sustainable Development):公開呼籲環境永續發展行為的迫切性,藉以提高社會大眾、政府、企業、基金會與各大學校院對環境議題的重視。Publicly advocates the urgency of sustainable environmental practices to raise awareness among the general public, government, businesses, foundations, and universities about the importance of environmental issues.
(二)創造校園的永續文化(Create an Institutional Culture of Sustainability):鼓勵各大學校院參與邁向全球永續發展之教育、研究、政策擬定與資訊交流等。Encourages universities to participate in global sustainable development through education, research, policy formulation, and information exchange.
(三)培育具環境責任的公民(Educate for Environmentally Responsible Citizenship):建立環境管理、永續經濟發展、人口等相關專業領域之學習課程,確保大學畢業生成為具備環境素養與責任感之社會公民。Establish learning programs in environmental management, sustainable economic development, population, and related fields to ensure that university graduates become socially responsible citizens with environmental literacy.
(四)培養校內每一份子的環境素養(Foster Environmental Literacy For All):創造能讓大學教職員瞭解並教育學生的環境教師培育課程。Create environmental teacher training courses for university faculty to understand and educate students.
(五)在機構內實施生態作法(Practice Institutional Ecology):藉由制訂與資源保護、回收、廢棄物減量等內容的相關政策擔負起環境責任。Take on environmental responsibility by formulating policies related to resource conservation, recycling, waste reduction, and other relevant initiatives.
(六)結合所有利害相關者的力量(Involve All Stakeholders):鼓勵政府、基金會與企業支持跨領域的研究、教育、政策制訂與資訊交流等,並與社區與非政府組織合作,找出解決環境問題的方法。Encourage government, foundations, and businesses to support interdisciplinary research, education, policy formulation, and information exchange. Collaborate with communities and non-governmental organizations to find solutions to environmental issues.
(七)以整合的方式進行合作(Collaborate for Interdisciplinary Approaches):召集大學教職員、行政管理階層與環境實踐者共同為永續未來發展相關課程、研究、實務操作與其餘延伸性的活動。Convene university faculty, administrative leaders, and environmental practitioners to collaborate on courses, research, practical initiatives, and other extended activities related to sustainable future development.
(八)提昇中小學的能力(Enhance Capacity of Primary and Secondary Schools):與中小學建立夥伴關係,藉以促進跨領域教學能力之發展。Establish partnerships with primary and secondary schools to enhance the development of interdisciplinary teaching capabilities.
(九)將服務推向全國與國際(Broaden Service and Outreach Nationally and Internationally):與全國性和國際性組織合作,讓大學永續發展能與世界接軌。Collaborate with national and international organizations to align university sustainability development with global standards.
(十)持續運動與互持(Maintain the Movement):設置秘書處與指導委員會,並且在校園永續運動的過程中,彼此告知或相互扶持。Establish a secretariat and advisory committee to support and inform each other in the process of campus sustainability initiatives.


oo因此,前述塔樂禮宣言所宣示之十大行動計畫與方針,也代表了綠色大學應努力實現的具體目標與指引方向,也同時具有策略性與實踐性,值得各級學校、機關團體參採,且其影響必是深遠與長久的。
oo本校於民國98年5月簽署了塔樂禮宣言,宣示了本校為致力全球環境保護工作盡責的決心。除本校與國立高雄大學外,另計有11所大學(合計13所)在當時亦已簽署了塔樂禮宣言,共同宣示為推動綠色大學、永續大學及善盡社會責任與保護地球之積極性角色,此11所簽署塔樂禮宣言之大學分別為:私立元智大學、私立清雲科技大學、私立朝陽科技大學、私立義守大學、私立台北醫學大學、國立中正大學、國立勤益科技大學、國立嘉義大學、國立暨南國際大學、國立台南大學、國立台灣師範大學…等校。近年在政府重視及教育部、熱心團體及學者專家等的努力及更多的學校領導者的認知下,已有更多學校簽署塔樂禮宣言,至2014年12月時已達48所(簽署儀式於2014年12月19日在國立師範大學文薈廳舉行),共同為發展永續校園及環境保護努力及盡更多的責任。
oo是故,建立綠色大學為一共同努力之方向與目標,也是發展永續校園之重要一環,亦是必要手段。建立與發展綠色大學有助大學永續校園發展,無論從學校長期性經營成本控制及其產生效益、學校形象地位建立與校譽提昇或是對社會、對人類之發展等,均有其正面、積極性意義,更呼籲所有各級學校認知學校教育目的與發展綠色、永續校園係為一致的使命,並期許所有各級學校均將發展綠色、永續校園列為學校重要使命與目標,共同為世界環境保護盡一份心力。

Therefore, the Ten-point Action Plan and principles proclaimed in the Talloires Declaration represent specific goals and guiding directions for Green Universities, emphasizing both strategic and practical aspects. These guidelines are worth adopting by educational institutions and organizations at all levels, and their impact is expected to be profound and lasting.

In May 2009, our university signed the Talloires Declaration, demonstrating our commitment to global environmental protection. At that time, a total of 13 universities, including National Kaohsiung University, had signed the Talloires Declaration, collectively pledging to actively promote Green Universities, sustainable campuses, fulfill social responsibilities, and protect the Earth. The influence of these signed universities, including Yuan Ze University, Chang Jung Christian University, Chaoyang University of Technology, Providence University, Taipei Medical University, National Chung Cheng University, National Chin-Yi University of Technology, National Chiayi University, National Jiayi University, National University of Tainan, and National Taiwan Normal University, has extended with more schools recognizing the importance of the Talloires Declaration. By December 2014, a total of 48 universities had signed the Talloires Declaration, emphasizing their commitment to developing sustainable campuses and environmental protection.

Hence, establishing Green Universities is a collective effort, a common direction, and goal. It is a crucial means for developing sustainable campuses, controlling long-term operational costs, creating positive benefits, enhancing the school’s image and reputation, and contributing to society and human development. Encouraging all educational institutions to recognize the mission of education and the development of green and sustainable campuses is a unified mission. We hope that all schools will consider developing green and sustainable campuses as a crucial mission and goal, contributing collectively to global environmental protection.
